The B18C1 does have a slightly higher CR ratio.

What the honda performance faq (where i got the quote) was getting at is that the B18B is better suited for turbo out of the box because of the lower CR ratio and the thicker rods.

They were not refering to a fully built turbo engine, just the compairison of each out of the box. Lots of people don't do any internal modifications, they just run 6-8psi with proper tuning/fuel management.

I don't know if the higher CR ratio of a B18C1 makes more power than 1-2psi more of a turbo. My guess is not, but thats just a guess.

Obviously a B18C1 turbo has many breathing advantages over a B18B turbo, either way you are going to have a nice fast car.
