I think you should attack one area of upgrades at a time. Wheels/tires, suspension, brakes, engine are all different. Plan to do each on its own rather than making a budget and thinking about which ones you can afford.

get the AVC-R
The AEM EMS can change VTEC crossover so the V-AFC would be totally redundant, and the AVC-R is an electronic boost controller.
