The rust will not affect braking in anyway...so just paint it. But be careful about the colour you choose - I've seen some pretty ugly jobs. Also remember, that eventually, the paint will chip unless you scrub the top layers of rust off before applying it.
what if i spray it with rust stuff... doesnt need to be sanded down at all when u spray it directly on rust.
