No - read my note again. At any instant the AC is either not using any power or its taking away 5 or 10 hp or whatever. The difference is how much time it spends on & off as it cycles.
Now when you turn the fan down to 1 it spends more time NOT using power. When you turn up the fan it spends more time USING power.
