There's nothing you can do or buy to _completely inhibit_ rust on blanks or CD's. Eventually, they'll begin to rust, even in California.

The rust will not affect braking in anyway...so just paint it. But be careful about the colour you choose - I've seen some pretty ugly jobs. Also remember, that eventually, the paint will chip unless you scrub the top layers of rust off before applying it.
