take out the headlight assembly and inspect for cracks in the housing. Also, check the seals around the lens for any breaches. When I had this problem, I put the headlight assembly under a heatlamp to evaporate all the water in there. But it came back (i have a fairly large crack in the top that keeps undoing my sealant), so i'm just going to drill.
