I have not heard too much about the V2 CAI... but i think that someone on this board just got one so if you find out who that is you can ask them if they noticed a difference. If your real concerned about rain it may just be better to swap for your stock airbox and piping when heavy rain comes. A lot of people do not like the bypass because it only really helps you when the filter is completely submerged.
