You are correct on both accounts - clean it first and it keeps water from settling on the glass. But every time I do it, my cloth comes back dirty so it's taking something off of the glass. If figure it's displacing the dirt that Windex can't get to for whatever reason. Who knows. I know that my windows are sparkling clean after I Rain-X them...
