not quite. the thermostat is a valve that opens when the car's operating temperature reaches a certain point. the valve lets more coolant circulate thru the radiator.
there is a separate thermoswitch that turns on the cooling fan when teh car gets to a certain temperature.
by definition a thermostat is an over temp sensor.
