first off the premium fuel that needs to be run through a usdm b16a2 is 91 the premium fuel that needs to be run through a jdm b16a is 94 so your 89 theory is not enough 91 isnt even enough. that is why i run a mix for 94. i could run 92 its close enough but there is still a little bog. which is gone with the mix

and second of all he is not doing something wrong i gaurantee you. he bought the car the way it was and when he bought it it was only running 15 something. so himself and the shop that all his buddies have retuned the whole car and invested lots of time into it to get it to run right so now it is a second faster without even touching the boost. just from retuning it.
third the gsr motor is in the teg not a civic.
