don't connect the neon to the radio's power supply. you might fry your radio. you could patch it into an amp though.
you need to solder in a switch ... well that's if you wanted to turn it off sometime. (or you could just do it the ghetto way and just plug it into the lighter socket and watch it glow) it really doesn't matter where you solder in the switch ... just as long as it's on there.
just make sure to fuse the 12V wire.
