when you first turn the lights on... it takes more power to start the bulbs, than it does to keep them lit... same with the heater fan and cooling fans...

an alternator SHOULD maintain 14 volts... if it does not either you have too much draw on it (probably too many aftermarket lights or amps) or its on its way out.
