It's not illegal to drive w/ your fogs on. Actually, they're called "auxiliary driving lights". It's illegal to have "more than 4" lamps on at the same time. Your lo's count as 2 lamps. Your fogs count as 2. Your hi's count as 4. So it's only illegal to beam somebody w/ your fogs on. But lo's and fogs =4, legal. Confusing but true...
