The Pre-Runner's are nice and are a good value. Personally I think the Double Cab 4-doors look a bit goofy (bed is too short, cab is too long) but you almost need it over the standard XtraCab (rear jump seats but doors do not open).
Toyota's Build Your Own section was curiously down a few moments ago, but a fairly well loaded Tacoma as you described might be around $25,000-$26,000. You can probably convince Toyota to part with one for $1,500-$2,000 less.
They're a great truck and will last you forever. Even the Taliban liked them.
