it really depends...there are so many different kinds of turbos on sc's. the size of the turbine is what makes the power curve. big turbines wont pick up right away. smaller ones (greddy turbo and jrsc) will. so, those have better low end. t3s and t4s and vortec sc's dont pick up till higher revs. imo get an apex or t3/t4 setup if you want top end.
a mildly tuned SOHC motor (like mine) with an apex will run very low 14s without an afc or dyno time. a b16 must be crazy...prolly low to mid 13s with just bolting the damn thing on.

-power band is greatly effected by proper tuning and fuel management also
-i would think vortech would provide power throughout the band since it is a supercharer and forces air during all rpm levels... anyone know why this would be otherwise?

oh yeah i really would like to see you run an apex-I kit into 14.s without fuel management
