Well, on my car: H&R sports=$170, Koni Adjustables=$570, TL-S rear sway=$45+hardware=$60, TL-S upper front strut=$60. That comes to $860 for what I consider a good but still pretty mild setup.
That leaves room for her to buy performance tires to stay in the $1-1.5K range. She's going to need new tires if she want's it to handle better, and she admitted that. I was just including them in the cost, maybe I should have clarified.
