I see some of the cars dashes at car shows painted. A lot of them just use spray paint which ends up looking like crap. But I did talk to one guy that did his with vinyl paint that you get from a boat marina. You brush on a couple layers and it looks like it came that way from the factory. So I'd go to a local marina and ask for some more details.
