Honda is trying to remain economical, but at the same time provide high performance/reliability. Don't forget environment friendly. They have a reputation for building cars that produce very low emisions. You can't produce all that with FI. Sure they could easily throw turbos on at the factory, but it defeats their mission, and conflicts with there well built reputation. Sure there are some nice sport compacts out there now, and a lot of them are faster than the RSX. On the other hand compare who sells the most of each model. It's all about the $$$ in the end.
