Sounds like a problem with the float. I'd start with dropping the fuel tank and take a look inside. A Haynes manual might be helpful in doing this.

IMO, this is going to be a job and a half.... and will cost a small fortune to get a dealer to fix. I would recommend disregarding your gauge altogether. If you know how many miles per tank you normally get, you can track your fuel level with the trip odometer.
