No it would not be safe to say that.
For example Porsche was only able to bore and stroke their 2.7L engine to 3.8L. They had to start with a new block after that for various different reasons but they could not bore that engine block much more.
1.8L you can probably go 2.0L or 2.1L but that's would probably about the max for street use.
