Start -> Run -> gpedit.msc
Now, under system-> network options -> QoS Packet Scheduling:
Set 'Limit Reservable Bandwidth' to enable and 0%. By default, XP Pro will reserve 20% of your bandwidth for Quality of Service reporting back to your domain.
I'd be willing to bet you'd like that 20% freed up, especially since you don't have a QoS server to report to.
I might have fumbled it in the specifics, my work machine has that locked out, so it was from memory. Worst case, search google on how to shut it off.
