If by "quota" you mean definition 3b, then the cops don't have quotas. There are standards that officers are held to, but there is no set minimum requirement of tickets that officers have to write. They never deny that standards exist but since the standards aren't numerically specific, the cops put a positive spin on it and say "we don't have quotas." Crafty bastards.
