PB Blaster is the best penetrating stuff you can buy.
When I installed my stuff on my 94 (105K miles at the time), I sprayed the stuff on the rear bolts, then changed my front suspension. By the time I got to the back, the bolts came out nice and easy w/ an electric impact gun. No problems at all.
The only other problems I had (aside from the adjustor tab on the front Koni shock breaking

), was the bolt that goes thru the top of the front lower shock fork started to cross-thread and strip. I now know to raise the front suspension w/ a jack, which puts a load on it, before tightening the front shock fork bolts.
Also, a tap and die set comes in VERY handy for restoring old bolts. I've cleaned up many a bolt and hole threads with my set. Well worth ~$25 for a full metric Craftsman set.
