1) I havent had any problems, though mine doesnt hang down or anything without the bolts, it depends on your car and driving I guess.

2) Yes for the high beams. Depending on your skill you might be able to change the projector bulbs out without having to remove the bumper. Most likely you will have to remove the bumper to change them out though.
