I personally would get a B18C5 and go the all-motor route, but that's because I have a different vision of what I want my car to do. Obviously there's no "best route" to go when rebuilding, it's whatever you want to do and whatever meets your budget.
Oh, and it's not at all impossible to turbo a B18C5...
