Honestly, I would save up for a different car since it looks like you want to make some serious power (WRX STI comes to mind). Don't get me wrong, I love my car, but I would never ever ever even think of sinking $21,000 just to sit at a stoplight and smoke my front tires at 1/3 throttle.
But, in regards to that list, I have some quick changes:
Kaaz LSD -> Change to a less-maintenance-demanding Quaife unit.
AEM Cam gears -> These have a bad history of slipping. Try some Skunk2s.
Overboost Stage II Turbo kit -> WAY overpriced. Find another cheaper unit somewhere else.
AEM Cold-Air-Intake - You do know this won't work with your turbo kit correct?
AEM Big Brake Upgrade -> Try looking at the Wilwood kit instead.
You'll definitely need to budget some of your funds for 2-3 hrs of tuning on the dyno. Rates for tuning usually run anywhere from $150->$200. I would recommending ditching that Apexi V-AFC unit for a Hondata (pricey though).
Warning on the NEON streetunderglow kits -> make sure the housing is reinforced, unless you want a rock on the freeway to render it into 923 pieces.
