Uh... if the cam doesn't turn when you crank the car, it's severely out of time and the belt is either broke or so loose that by now it is stripped. STOP CRANKING IT! If there are some valves down and you've been cranking it, chances are they are already toast and your head needs rebuilt. In any case, the timing belt should be replaced, have the crank and cam timing spot on, and tighten the belt to a reasonable tension, and then re-tensioned after about 2k miles.
