Default Poor gas mileage

I have a 99 Integra SE with 80KM. It has been well maintained (regular oil changes and maintenance etc) but for the last year my mileage has been getting much worse. I used to get 450 KM per 40 L during winter driving but now I barely get 375 to 390 KM per 40L. Driving pattern has not changed. I had the emmission testing done late last summer followed by the 72 KM maintance a month later. Everything came back OK except for the rear breaks. Had to replace them!!!! They were worn down to 5%. I thought that the poor mileage was due to the rear breaks never quite releasing (hence the abnormal wear) but after driving for 2 months with the new breaks the fuel consumption is still sh**ty. Any ideas?
