Yeah ... i made a quick tutorial for ya.. hope it helps...

Alright lets just assume you already have cut out the part you want from image a and want to put it on image b.


You should have two layers in image b. In this case the car and the rim.
To resize it and make it fit press Ctrl+T or navigate to Edit then Free Transform.
A little box should appear around the image.


Use the little sizing handles on the corners and sides to resize the image.
*Holding Shift when you resize will keep the image proportions right.


Once you get it to the right size... it's time to put it in it's place!
