They stole your WIPER RELAY? That is some low-down thieving.

The wiper/hazard relay is squarish, looks like a plastic ice cube, and is located down in the underdash fusebox area. If it's gone, you'll notice it being missing. Luckily, they are very VERY cheap (about $3), and super easy to replace. Good luck!
