It works more like a voltage divider. Most TPS are 3-wire; power, ground and feedback. The resistive element is connected to Vcc on one side (typically +5V) and ground on the other. The voltage along the resistive element will drop as you approach the ground side. So the voltage read at the wiper will drop as it approaches the ground side.
