intercooler and bov are two separate functioning parts in teh turbo system.
a blow off valve or a bypass valve is there to prevent turbo damage caused by forced air hitting a closed throttle body, and bouncing back to reverse trhe spin of the turbo...at best it saves you from damage at worst it helps driveability.
