I had the same problem installing my act p/p with my act streetlight 9lb fly. Come to find out, lol, I had to turn the p/p around a couple times on the fly to align the holes. The p/p has to sit a certain way on the fly. I hope that helps, least it did for me and I almost sent it back to ACT but at the last second a buddy of mine fooled around with it and it dropped right on.
