The reason why the t.belt is rubbing is 'cause the tension is too loose. You'll need these tools to properly adjust the t.belt:
1) a long 1/2" drive extension (long enough that it's past the fender).
2) a 1/2" drive 24" breaker bar with a 1/2" drive 17mm deep impact socket. The socket is for the crank bolt.
3) a 3/8" drive 12" long ratchet with a 3/8" drive shallow 14mm socket. The socket is for the tensioner bolt.
Before continuing, be sure that the timing is correct meaning that the crank pulley and the cam gear is at TDC (use the white mark on the crank pulley for alignment. The red mark is for ignition timing). On the cam gear, there will be an arrow and two horizontal marks. The arrow on the cam gear should be facing up and the horizontal lines should be lined up with the top of the head.
To adjust you simply remove the upper timing cover and loosen the tensioner bolt before starting. Insert the 3/8" drive 14mm socket with the ratchet to the tensioner bolt. Slowly turn the crank counter clockwise using the 1/2" drive 17mm deep impact socket connected to the 1/2" drive 24" extension and break bar until the t.belt has no more slack on bolt sides. Once the t.belt is tight on both sides, hold it there from unslacking and tighten the tensioner bolt.
If the t.belt doesn't get tight then you may have not loosen the tensioner bolt enough were it can move. Or you may have stretched the t.belt and you'll need to replace it again. Or you may need a need tensioner.
NOTE: Be sure that the timing is correct: crank pulley is at TDC and cam gear is also at TDC. Also besure that the t.belt guides that are located inbetween the t.belt gear (behind the crank pulley) is correctly facing with the rounded side to the belt.
