Default Timing Belt Problem

Well, I hate asking for help, but I really don't feel like taking this ish back apart so I'm getting your opinions:

I just replaced the headgasket/timing belt on a D15B7 and all went well. I did have it one tooth off on the cam gear, but I fixed that. Now, for some reason the timing belt keeps pulling toward the engine and is rubbing. I know that if I leave it like this it'll snap in no time. I made double sure to put the crank washer back on the correct way... I even rotated the crank by hand while pulling on the belt so that it was on the outside, but as soon as I started it back up, it pulled right back to the inside and started rubbing again....

What to do?
