ok... I'm pretty sure a wet distributor cap is not the problem.
this thing looks dry as a bone. I did find a couple other things tho:
improperly seated intake snorkel
ungrounded groundwire? bolt missing?
Only thing I can figure is the boys at honda left that wire off when they did my timing belt. I fixed the snorkel but I don't have the proper bolt to put the wire back on. Should I call honda and complain? I also found a rag under the hood after the timing belt job. WTF?
