Since the crime is most probably a felony in his state (burglary from a motor vehicle), he does not have to press charges. The state (prosecution) can choose to move forward without him, if it so chooses. However, it makes things much easier when the victim cooperates and sees the case to the end.

People fail to realize that nothing can be done, in terms of retribution, if the defendant is in jail. By not cooperating, which could lead to the defendant being released, that is when the retribution can occur. If the defendant is held, and subsequently sentenced, then the liklihood of him (or her) returning is remote. The best thing to do is cooperate with local law enforcement to make sure that these idiots see prison time.
