Like jschmid said, you're going to have to lower it anyway...it's an optical illusion, which I had never thought about/realized before.
Your sidewall will be 1.2 inches smaller (compare to 1.0 for the correct size), and diameter will be .a inches smaller (0.0 for correct). Don't worry about it, you'll be fine.
