If you just want to go fast in a straight line on the cheap, get a DSM. A few quick mods with relatively little effort will put you solid into the 13's (assuming you have AWD). To get a GSR into the 13's requires an investment of thousands of dollars unless you run nitrous.

Getting either car running 12's is probably going to be beyond your budget.
