Then definitely look in ignition area , the issue in my EX (F22B1) is the CKP or TDC Sensors which are located in the distributor , these tell the ECU the position of the piston and crank so it can properly adjust the fuel/air mixture , so if these sensors are messed up the mixtures arent correct and hence the sluggish performance, get a haynes manual will help you out on this issues , if you find out that the either sensor is bad you will need to replace the whole distributor , and from what ive been looking wont be cheap.
