Default NEED HELP WITH MY CAR! Please read and respond!!

Hey whats up everyone.
There's a little problem with my car that you guys can help me on.

For my first car, I purchased a 1990 Acura Integra GS Hatchback with 170000 miles on it for $1500 knowing that it had a small transmission problem. What this problem is, is that when the engine is cold (for example, when I park the car overnight and start it up again in the morning), the transmission (it's automatic), won't shift up to second gear until the car's been warmed up for about ten minutes. Also, when the transmission starts to shift up, it won't come down to the first gear. For example, lets say I'm cruising down a street and I hit a stoplight and when the light turns back to green and I step on the gas, it feels like the car's starting at 2nd gear. In another words, acceleration becomes very weak.

Also when I'm driving on the freeway going about 80mph, the engine runs at 4000 RPM. Is this normal? or is it too high?

Anyways, all the problems I listed above are not major problems but it's really really annoying and I really would love to get it fixed if it won't cost too much. If you have the slightest idea of what this problem is, your response will be greatly appreciated. Thanks.
