Default New Motor time. Which one? HELP!

Here's the background: I got a 95 Civi EX from a neighbor. It has 160k on the body/5k on a new D16Z6. It has some body work needed, but otherwise in excellent condition. I want to go JDM style with my car. I mean, seriously. The motor and tranny have been recently been acting up. My goal is this: to have a 300 hp car than can run sub13 sec 1/4's with no seats or sound system, but still be a daily driver. Also, I want to spend as little $ as possible, without scimping out. Here's what I need to know.
What motor swap would be the best for a turbo and yet be the cheapest to build up to handle ~ 12-15 psi for race days?

B18C1 with t3/t4--- This is what always comes back to me?
B16a--- Can you turbo these ok?
D16z6(stock)--- Rebuild it and bore it, sleave, blueprint etc........ and run Greddy turbo?

Whats the cheapest motor built up, and yet handle some race day abuse? Also, where is a reputable Honda motor dealer online? I don't have xtra money to spend on mistakes and rip offs.
