to start off with, germany is a socialist state. because of hitler, certain politico's in germany have fought against inter-communication b/w government organization. they did this a couple decades ago, fighting tooth and nail for this cause. and it payed off. the irs can not exchange information with any criminal govn't organizations, welfare cannot communicate with the irs, so on and so on. what this has caused is a communication breach b/w the organizations/factions of the government and allow criminals/leaches to fall in the cracks. since their irs can not exchange information with the welfare program, people can work a 9-5 job, while still collecting unemployment or food stamps. germany also has organizations similiar to the fbi, cia, dea, and immigration, but none of them are allowed to communicate b/w each other. so the fbi is tracking said terrorist while he goes to x to meet with head terrorist, when he heads back home (germany) the fbi isnt allowed to notify immigration and warn them he had just traveled to x and met with head terrorist. because of all of these communication break downs, sleeper cells for terrorist organizations have found themselves a haven.

sidenote:let it be known the democrats fought tooth and nail for the same thing, and achieved similiar goals. democrats are the ones responsible for the breakdown on communication b/w the cia, ins, and fbi which led to sept. 11th.
