You need to verify that the block is timed correctly with the head, theres marks for tdc on both, set them and install the belt.

as for the crank not turning, its pretty hard to get past the compression stroke. if the engine was running fine until the head gasket blew and you know the valves aren't hitting the piston then just keep pushing it will turn.
