depending on what year you have, i know for my 95, if you pull the carpeting back,and the insulation crap from the passenger wheel well, there is a rubber grommet that covers a hole to the engine bay. When i wired up my amp way back when, I fed it through there, i think i ended up using a hanger, and my dad to help get the wires through because it wasn't a straight shot, because of some of the insulation, but when you pull the carpet up (1 minute job, really easy, just pull) you should see what I'm talking about. Or , in the engine bay you can look the to 4:00 position from the batter, about 18 inches away, and there will be the same hole there, with the rubber backing, on now you're lookin at it from the engine bay

From there, you can wire it up as you see fit, to a switch or whatnot.
after that... i have no clue how to wire up neons.
