The AEM CAI produces a hump in the middle of the powerband, so no it's not just for high RPM increases. Secondly, unless you plan on driving through deep ass puddles there's nothing to worry about hydrolock. All of these socal guys have to deal with monsoon rains and forget that there are parts of the country which don't. 
How about during winter? Being in CT, especially in a town that gets a LOT of stuff on the road (ice/salt/snow/etc.), would be hell for the filter, right?
I'm really wanting to get a Comptech drop-in filter, maybe upgrade to the icebox later. It'd be easier to get to & clean the filter.
