They could have, except that the Bugatti isn't built in the United States. The Altima is, and so is a lot of Nissans current products. Part of certifying the car is to confirm such things as horsepower figures etc. (although off HP numbers won't bar a car from certification, that would be plain stupid).
So, someone would find out about a 14HP loss very quickly, and that's a :nono: when you're in that playing field.
