no. if the ground lead isn't connected, the circuit isn't completed and the amp won't power up. try plugging your lamp into the wall but before you do it, break off one of the legs on the plug, tell me if it works. It's the same thing, no ground= no power. make sure ur ground is to bare metal and is secure.
