Ok let's use the "USDM" terms to explain what I think he's talking about

When he turns to first click, the interior cluster lights and the "city lights" (as we call them here) turn on. (His corner lights stay off). What he wants to do is, when he turns to the first click, the corner lights turn on instead of the "city lights".
