Default Removal of Rear Brake Rotor on a 2002 Accord

I need to remove a rear brake rotor from a 2012 Accord EX. I was able to remove the brake caliper easy enough, but I can't uncrew the 2 philips head screws that hold the rotor in place. they are locked solid. I have used wd 40, heat and an impact drill to get them off. Has anyone out there experienced this problem? how did you get them off?

Can I drill the screws out?
